USAID'S
Africa Bureau Basic Education Training Program, July
2000
The Africa Bureau (AFR/SD), in collaboration with the Center
for International Education, University of Massachusetts is
holding a summer training program, from July 16 - 30, to
develop staff knowledge and skills for designing, managing
and evaluating USAID's support to basic education. The
program is designed for USAID direct-hire staff, PSCs, FSNs
and contract staff responsible for program and project
management both in the field and in Washington,
DC.
PROGRAM DESIGN
The program will provide a hands-on and practical workshop
format, focusing on the core functions of program and
project design, management of procurements and contracts,
and monitoring & evaluation. The knowledge and skills to
perform these functions well are informed by policies,
frameworks and tools specific to USAID, such as Strategic
Objectives and Results Frameworks, and, secondly, by the
concepts, research and lessons from development experience,
social change, and education system reform. Our work is also
conditioned by specific contexts, issues and agendas. Of
these, the most important for our work is the HIV/AIDS
pandemic. Other special issues to be addressed include:
systems for developing teacher capacity and performance;
engaging community participation in school quality; youth
skills and workforce development; improving classroom
conditions and learning; applications of information
technology in basic education; higher education-basic
education linkages; working with areas in crisis; and
assessing student learning. The approach to the design of
the training is for each participant to develop his/her own
specific learning objectives and expected outcomes within
the program framework.
TRAINING OBJECTIVES
- Support
the achievement of personal & professional learning
objectives related to designing, managing and evaluating
Agency support to basic education;
- Utilize
state-of-the-art concepts, research and resource persons
in political-social-economic-development thinking; human
resource development and learning; organizational change
and special topics to inform program design and
management;
- Exchange
with and learn from the field experience and insights of
all participants and resource persons.
- Experience
the joys of a New England summer, and deepen personal
development, commitments and enthusiasms.
